Abstract
This Decree-Law establishes national basic fisheries legislation and requirements for performing foreign fishing in waters under the jurisdiction of the Republic of Guinea-Bissau. Authorization for foreign fishing shall be issued by a national institution or by agreement between the foreign vessel and the aforementioned Republic. Exceptionally, the Fisheries State Secretary may issue fishing licences to foreign vessels without agreement. Sanctions for unlicensed fishing shall be paid with a fine up to four times the annual fishing licence fee. A Special Fund for fisheries development shall be created by the Council of Ministers.
