Abstract
The 19 regulations are divided into 4 Parts: Securing the safety of vessels (I); Regulation of traffic in harbours and prevention of accidents (II); Marking of load lines on vessels (III); General (IV).
Certificates of seaworthiness may be obtained for vessels under regulation 3. “Vessel” means any ship or boat, except that Part I and III shall not apply to pleasure boats. The First Schedule contains a form of a certificate. Vessels shall be fitted out with equipment specified in the Second Schedule. Certificates may be revoked by the harbour master under regulation 4. Harbour licenses may be obtained under regulation 8. Any vessels navigating in harbours shall have a certificate of seaworthiness and a master who is duly licensed under regulation 8.
