Abstract
The Act consists of 54 sections divided into 4 Parts: Administration (I); The Railway and Government vessels (II); harbours and Pilotage (III); General (IV).
A Transport and Harbours Department is established under section 3. There shall be a General Manager of the Department (sect. 4). Powers and functions of the Manager are set out in the First Schedule. An advisory Council is established under section 5. Section 32 prescribes that there shall be a Harbour Master. In every pilotage area, pilotage by a licensed pilot shall be compulsory. Taking of soil out of harbours and discharge of drainage into harbour waters requires permission from the General Manager. Section 44 restricts use of fishing gear within harbours. Regulation making powers of the Minister are set out in section 49.
