Abstract
This Decision, based on the provisions of the Croatian Law on energy efficiency, proclaims the adoption of the National Energy Efficiency Action Plan for the programmed period from the year 2022 until the year 2024. The full text of the Plan is here attached. Co-financing and implementation of the Action Plan will be provided from the funds of the European Structural and Investment Funds for the new financial period 2021-2027 and from the Mechanism for Recovery and Resilience through the National Recovery and Resilience Plan 2021-2026, and funds from various financial institutions.
Chapter 1 of the Plan presents an overview and assessment of energy consumption in Croatia. The trend of primary energy consumption and immediate (final) energy consumption in the period is shown from 2014 to 2020. This period is tied to the obligations from the Directive 2012/27/EU of the European Parliament and of the Council on energy efficiency, amending Directives 2009/125/EC and 2010/30/EU and repealing Directives 2004/8/EC and 2006/32/EC, in order to achieve the national framework goals of increasing energy efficiency as well as mandatory cumulative goal of saving energy in immediate (end) consumption. In the period from 2014 until 2020, a decline in primary energy consumption is observed, but a continuous increase in immediate consumption of energy is also underlined. This trend is the result of the penetration of renewable energy sources and improved efficiency production facilities in the energy production/transformation sector. The goals for the year 2030 are also determined in the Integrated national energy and climate plan for the Republic of Croatia 2021–2030. Monitoring of energy consumption will be achieved through annual energy balances, which are prepared every year. The national action plan includes the following measures: horizontal measures; measures in certain sectors of final (immediate) consumption; measures in the energy conversion, transmission and distribution sectors, which include: measures for energy-efficient heating and cooling; measures aimed at exploiting the potential for increasing energy efficiency on infrastructure for gas and electricity; measures to enable and develop demand response. The following must be established for each measure: activity holders and implementation deadlines; planned energy savings (new annual and cumulative savings); cost estimation and sources of financing of related single measure. Horizontal measures are non-sectoral measures, i.e. policy measures whose implementation has an impact on all or several sectors of direct energy consumption. Their implementation can lead to measurable savings of energy, either by investing in improving energy efficiency, or by raising awareness and knowledge about opportunities to improve energy efficiency, thus patterns of decision-making and behavior of consumers (customers) of energy are directed towards more efficient solutions. The Environmental Protection and Energy Efficiency Fund also co-finances projects that do not necessarily belong to one of the energy efficiency measures, but which bring measurable savings and thus can contribute to the achievement of national goals.
