Abstract
This Law regulates the breeding of domestic animals, the recognition of breeding associations and organizations, the approval of breeding programmes, the competence to implement the breeding programme, including several specific technical activities related to the management of the breeding programme, the extension of the geographical area of implementation of the breeding programme, the management of genetic resources of domestic animals, the breeding and reproduction of domestic animals, their zootechnical certificates, the implementation of artificial insemination and training of breeders for the implementation of artificial insemination, the keeping of necessary records and the register of the production and marketing of embryonic products, the certification of new breed of domestic animals, including the bee keeping cadastre, bee keeping mode and the use of bee pasture, poultry breeding,collecting data on horses' breeding value, authority, control and control and other issues important to domestic animal breeding on the territory of the Republic of Croatia.
The text is divided into VI Chapters and 40 articles. Chapters are: Introductory provisions (I); Recognition of civil associations and livestock production organizations, approval of dissertation programmes, implementation of testing of growth and development and genetic evaluation (II); Animal genetic resources (III); Administrative and inspection supervision (IV); Penalty provisions (V); Transitional and final provisions (VI).
The provisions of this Law will apply to all domestic animals referred to in Article 2 (1) of the Regulation (EU) 2016/1012 of the European Parliament and of the Council of 8 June 2016 on zootechnical and genealogical conditions for the breeding, trade in and entry into the Union of purebred breeding animals, hybrid breeding pigs and the germinal products thereof and amending Regulation (EU) No 652/2014, Council Directives 89/608/EEC and 90/425/EEC and repealing certain acts in the area of animal breeding.
The list of European Union documents that are observed and respected is under the article 2 of this text. Pastoral rules are also applied, see article 24. Article 38 offers the list of all related repealed national legislation. The topics covered by this Law are all part of the animal farming (family and corporate) and livestock production sector, including their related activities and necessary procedures of different types, from hygiene and sanitary, grazing, marking and animal identification, evidence on animal origin and health status, records on used animal feedstuff, administrative issues, offences and penalties, inspection and other financial issues such as fees and taxes.
