Abstract
This law regulates the breeding, protection, hunting and utilization of wild animals. The text consists of 115 articles divided into 11 Parts as follows: General Provisions (1); Hunting Terrains, Types of Hunting Terrains and Areas Outside Hunting Terrains (2); Concession of Hunting Right (3); Leasing and Sub-leasing of Hunting Terrain (4); Hunting Master Plan, Wild Animal Breeding Programme and Wild Animal Protection Programme (5); Breeding and Protection of Wild Animals (6); Hunting and Utilization of Wild Animals and their Parts (7); Prevention and Compensation of Damage (8); Administrative and Inspection Supervision (9); Punitive Measures (10) and Transitional and Final Provisions (11).
The text contains the list of wild animals already existing in the country, and in case that a new animal species appears or is brought, its status as a wild animals shall be regulated on an interim basis by the Minister of Agriculture and Forestry with the prior opinion of the Ministry of Construction and Environmental Protection. The hunting right shall be assigned to the landowner, user of the hunting terrain or any other legal or natural person through concession of the land or through leasing of the hunting terrain. Hunting terrain shall be established depending on the species of wild animal that naturally resides or is bred in those areas, number of wild animals which could be bred according to possibilities of the areas, and its destination. Concession of hunting rights could be given to local or foreign natural or legal persons for the period 20 to 40 years. Hunting master plan is based on the number of all wild animal species that permanently or on seasonal basis live in hunting terrain, as well as number of wild animals which could be bred in the hunting terrain. The plan shall regulate the administration of hunting terrain in the period from April 1 of coming year till 31 March of tenth year. It shall also include all measures for the breeding and protection programmes of wild animals. Inspection supervision shall be carried out by hunting inspectors, while administrative supervision of this law shall lay with the Ministry Minister of Agriculture and Forestry.
