Abstract
This Regulation provides rules and standards for the classification, marking, labelling and packaging of hazardous chemicals.
The purpose of this Regulation is to provide a high level of protection for human health and environment and free movement of substances, mixtures and chemical products, as also: a) harmonization of criteria for classifying substances and mixtures, markings, packaging and labelling of dangerous substances and mixtures; b) prescribing the obligations for: 1) the classification of substances and mixtures placed on the market for manufacturers, importers and downstream users; 2) the labelling and packaging of substances and mixtures placed on the market for suppliers; 3) the classification of substances that are not placed on the market and subject to registration or application on the basis of EU regulations governing the registration or application for manufacturers, importers and manufacturers of products.
The Annexes I-VI are an integral part of this Regulation, containing technical data and a full list of chemicals defined by this Regulation.

Entry into force notes
This Regulation enter into force eight days after its publication in the Official Gazette, except for the Chapters II, III and IV that shall come into force on 1 December 2011.
