Regulation on detailed requirements for the allocation of a Community financial contribution in order to strengthen inspection infrastructures for phytosanitary checks on plants and plant products coming from third countries.

Abstract
This Regulation lays down detailed requirements that should be met when submitting application for the allocation of the Community financial contribution in order to improve equipment and facilities necessary for phytosanitary checks on plants and plant products at locations that are not final destinations.
An application for the allocation of a Community financial contribution in order to improve equipment and facilities at import phytosanitary inspection posts, submitted by the competent official body, shall: a) be made in writing; b) be addressed to the Commission of the European Communities, Health and Consumer Protection Directorate General, B-1049 Brussels, Belgium; c) be submitted by 1 June, to be examined in the same year; d) include evidence of the equipment and/or facilities, through an appropriate programme to be implemented and including: the location of the phytosanitary inspection post(s) where the equipment and/or facilities will be allocated, a description of the phytosanitary inspection post, in terms of staff presence, equipment list and nature of main trade of plants and plant products, the justification for the purchase and/or improvement of the equipment and/or facilities, the technical description of the equipment and/or facilities needed to be purchased and/or improved, a detailed financial estimate on the planned purchase and/or improvement (excluding VAT and taxes) concerning the equipment and/or facilities from second indent of this subparagraph; e) concern equipment and/or facilities such as referred to in the Annex, which is printed along with this Regulation and forms an integral part thereof, with the exception of consumable goods.
