Abstract
This Law regulates plant health care products, including bio-pesticides; measures to prevent introduction and spread, and measures to combat harmful organisms on plants; plant products and other regulated articles; way of collecting and exchanging data and information and information systems; finance; benefits and compensation; organization and implementation of plant health and inspection.
Plant Health includes: a) protection of plants, plant products and other objects from harmful organisms; b) preventing the introduction and spread of harmful organisms and their suppression by applying phytosanitary measures; c) the presence and determination of harmful organisms; d) enabling optimal plant production and trafficking in plants; e) environmental consequences of the action of harmful organisms.
Plant health is conducted by: a) constant supervision during the growing plants and herbs and herbal products in warehouses and during transport: b) monitoring of harmful organisms and assessing the risk of harmful organisms and their suppression; c) phytosanitary control over the introduction and spread of organisms harmful to plants and plant products; d) phytosanitary on export consignments of plants and plant products where other countries make special phytosanitary requirements; e) special supervision of harmful organisms, especially phytosanitary inspection, planned monitoring the health of plants and methodical research; f) phytosanitary inspection of plants and plant products in the Croatian Republic and the issuing of plant passports, phytosanitary certificates and other official documents and acts; g) implementation of phytosanitary measures; h) implementation of inspection in connection with determining the health status of plants; i) performing other duties prescribed by this Law and the regulations adopted pursuant to this Law.

Entry into force notes
This Law enters into force eight days after its publication in the Official Gazette, and shall apply from 1 January 2006.
