Regulation on the implementation of measures of the National Beekeeping Programme for the period from 2020 to 2022.

Abstract
This Regulation prescribes the rules for detailed implementation of measures of the National Beekeeping Programme for the period from 2020 to 2022, that was already officially adopted by the Decision of the Government of the Republic of Croatia, dated 12 September 2019.
This text further provides for the implementation of the Commission Implementing Regulation (EU) 2015/1368 of 6 August 2015 laying down rules for the application of Regulation (EU) No 1308/2013 of the European Parliament and of the Council with regard to aid in the apiculture sector. The Agency for Payments in Agriculture, Fisheries and Rural Development is the body responsible for the implementation of measures and rules prescribed by the above mentioned Programme, which in particular includes: publication and implementation of public tenders; establishment of a committee for the purpose of processing public tenders and selection of the most favorable bidder; receiving, controlling and processing requests; registering the applicant in the ZOT Register; conducting administrative request control and on-the-spot control; payment of grants; initiate proceedings before the competent courts in connection with their decisions and contracts; and filing a criminal complaint when it finds that the provisions of the law governing criminal proceedings have been violated. The Paying Agency shall also adopt: decision on selection and/or rejection of the applied research project; decision on payment of support to applicants who have satisfied and/or partially met the prescribed requirements; refund decisions; decisions rejecting applicants who do not meet the mandatory requirements.
The Annex is also part of this publication (containing the list of new aids, supplies and equipment used in beekeeping for which co-financing can be applied for as far as technical assistance to beekeepers and beekeeping organizations; and list of recognized rural beekeeping equipment).
