Regulation on the implementation of the Programme of support to primary agricultural producers due to difficult business conditions caused by the COVID-19 pandemic.

This Regulation, as in accordance with the Croatian Law on agriculture, prescribes the implementation of the Support Programme for primary agricultural producers due to difficult business conditions caused by the COVID-19 disease pandemic. Support under this particular Programme is granted on the basis of the Communication from the European Commission - Temporary Framework for State aid measures to support the economy in the current COVID-10 pandemic, adopted on 19 March 2020 (see additional reference details in article 2). Aid under this Program is compatible with the internal market within the meaning of Article 107 (3) (b) of the Treaty on the Functioning of the European Union ("TFEU") and has been notified to the European Commission for evaluation in accordance with Article 108 of the same Treaty. The Programme will be implemented from the date of receipt of the decision of the European Commission on the approval of state aid; and this kind of support may be granted until 30 June 2021 at the latest. Among agricultural enterprises, a family agricultural holding, a self-sufficient agricultural holding and a trade registered for the performance of agricultural activity as natural persons within the meaning of this Regulation shall be considered as micro and small enterprises. All these entities are here declared as eligible for support object of this text. Measures in the implementation of this Programme are listed as follows: Measure 1. Support to cattle breeders in the cow-calf system; Measure 2. Support to fattening cattle breeders; Measure 3. Support for sow breeders; Measure 4. Support for apple producers; Measure 5. Support to mandarin producers; Measure 6. Support to potato producers.
