Abstract
This Regulation prescribes the conditions for registration in the Phytosanitary Register of producers, processors, importers and distributors of certain plants, plant products and other regulated objects for the purpose of plant health (PHYTO-Register); the content and the manner of keeping the PHYTO-Register; the form, the content and the manner of submitting applications for registration in the PHYTO-Register; the obligations of persons registered in the PHYTO-Register; the criteria for defining small producers or processors and local market; the conditions and manner of conducting a phytosanitary examination; the circumstances in which a certain measure is or is not to be applied; the details and conditions for each of these measures; the conditions which must be met by certified persons; the manner of issue of a plant passport; the content, the appearance and the level of standardisation of plant passports; the appearance of other official markings which are considered as plant passports; the conditions for obtaining authorisation to issue plant passports; the manner and the deadline for granting authorisation to issue plant passports; the obligations of persons certified to issue plant passports; the manner of revoking the authorisation to issue plant passports; and the manner of marking consignments of plants or plant products, or any other regulated objects imported from foreign country, which are permitted to be moved to their destinations in the country.
The Annexes I-III are an integral part of this Regulation.
