Abstract
This Order adopts the Waste management Plan of the Republic of Croatia for the period from the year 2017 until 2022 (full text is part of this publication). The basic goals of waste management in the Republic of Croatia derive from the assessment of the state of waste management and the obligations arising from EU legislation and regulations. Table 11 sets the list of goals for waste management that need to be achieved by 2022 compared to 2015. The legislative-regulatory framework related to waste management in the Republic of Croatia seeks to establish a better waste management system based on the prevention of waste generation and the establishment of an efficient system of separate collection of waste that is properly recycled. Preventing the generation of waste contributes to the achievement of the following general goals of waste management: separation of economic growth from the increase in the amount of generated waste; conservation of natural resources; reduction of the total mass of waste disposed of in landfills; reduction of pollutant emissions into the environment; reduction of risks to human health and the environment. Achieving these goals will be made possible by achieving the following specific goals of the Waste Prevention Plan for the period 2017-2022, and the success of the Plan's implementation can be directly monitored through the group of indicators listed in Appendix 12.4. Also the limitation of natural resources and the negative impacts on the environment caused by their consumption require the improvement of the existing ones and the invention of new models for their sustainable use. Therefore, one of the basic goals of the EU, through a whole series of financial instruments and strategies, is to encourage the improvement of the economic system in terms of more efficient use of resources and energy.
This text includes various aspects and sectors related to waste management, including: public municipal waste; urban and mixed waste types; waste treatment plants; Waste Management Centers; emissions deriving from waste presence, generation and treatment or disposal; construction waste; waste waters, sludge; land pollution issues (waste yards, waste disposal sites); hazardous and non-hazardous waste cycles; recycling and reuse; collection, processing and disposal of waste and waste recovery; biowaste; biodegradable waste; waste paper; food waste; waste textiles and footwear, waste packaging, waste tires, waste oils, waste batteries and accumulators, waste vehicles, waste containing asbestos, medical waste, electrical and electronic waste; waste trading (internal and international); “Black dots" rehabilitation projects; education; different types of administrative issues and permit procedures; Circular economy model; public health.
The text is divided into ten principal sections, each with its thematic Chapters and related sub-chapters or sub-sections.
