Abstract
In order to perform public functions related to local water management, this Act lays down rules concerning: the creation, the organization, the operation, the activity, the duties of water users associations; rights, obligations and liabilities of associations and its members; the economic management, organizational changes and regulation of judicial review of associations. Associations are public utility companies with separate legal entity. Only one association shall operate in every area of water management at the same time. Professional duties of the associations are: water planning, water damage management, flood prevention and mitigation, water supply for agricultural uses (irrigation, fish ponds), water retention and conservation. For these purposes the associations must build, develop, restructure, maintain and manage public water works.
