Act No. VII of 2015 concerning the investment in relation to the capacity conservation of the Nuclear Energy Plant of Paks and modifying certain related acts.

This Act applies to any investment to be implemented according to Article 3 of the Agreement between the Government of Hungary and the Government of the Russian Federation to cooperate on the utilization of nuclear energy for peaceful purposes. Title 3 of this Act addresses contractual relations between the general contractor and subcontractors. This Act amends many articles of the Atomic Energy Act and certain provisions related to the effects of ionizing radiation contained in the Health Act.
To ensure the streamlined execution of the investment, the Act establishes a tailored legal and administrative regime that expedites permitting, land-use planning, and licensing procedures specifically for the new nuclear reactor units. The Act minimizes administrative bottlenecks and provides statutory mechanisms to coordinate state authorities, municipal bodies, and specialized nuclear safety regulators. This framework ensures that procedural requirements are strictly harmonized with the project's aggressive timeline while maintaining compliance with domestic and international safety protocols.
In defining the multi-tiered contractual architecture under Title 3, the Act establishes rigorous regulatory oversight over the procurement chain and the relationship between the main Russian contractor (JSC Atomstroyexport) and down-stream subcontractors. The legal provisions mandate transparent reporting obligations, strict quality assurance standards, and specific financial and liability distribution rules designed to protect domestic supply-chain participants. Furthermore, the Act incorporates safeguards to align subcontracting practices with European Union competition, public procurement, and internal market rules, thereby balancing bilateral treaty obligations with EU law requirements.
