Abstract
This Decree applies to the neutralization of waste by disposal, to the authorization, operation, closing down and care after closing of landfills; to wastes that can be neutralized by disposal; to the control of landfills. The Decree makes distinction between landfill for hazardous waste, for non-hazardous waste and for inert waste. Detailed rules regarding general technical requirements of creation, operation and control of landfills are laid down in Annexes 1, 2, and 3. Only pre-treated wastes shall be deposited in landfills except for inert wastes and waste that can not be pre-treated with the best available method. Landfills shall not collect liquid wastes, gases under pressure, explosive, corrosive, oxidizing, inflammable substances and contagious sanitary wastes, rubber tires, not pre-treated sewage slime, wastes of animal origin. Articles 8-15 contains detailed rules of authorization and operation of landfills. The environmental authority shall decide the closing down of a landfill when the conditions for closing prescribed in the authorization of operation are fulfilled. At the same time the authority shall prescribe the length of the after care period taking into account the period the landfill may continue to be a danger for the environment. The manager of a closed landfill is responsible for the maintenance, monitoring and control of his landfill during the after care period. At least once a year the manager of a landfill shall report to the environmental authority the results of controlling, monitoring activities performed during the operational and the after-care period.
