Abstract
The Act shall apply to any waste (such as waste of animal origin, waste waters) and to waste management activities and installations. The Act comprises ten chapters and four annexes. The Act sets out in Chapter II the principles and general rules of waste management, the obligations of the manufacturers, distributors, and consumers of goods and of the producers, owners of waste. Chapter III deals with the treatment (collection, transport, import and export) and utilization, waste recovery. Chapter IV determines the special rules regarding municipal waste in solid and liquid form (obligations of real estate owners and of local governments, public waste treatment service and fees). Chapter V regards hazardous waste. Chapter VI deals with the organization of waste management (waste management plans, the duties of county governments, financing). The administration of waste management is ruled in Chapter VII. Competent authorities are the inspectorates for environmental protection and the town clerk of local governments. Chapter VIII lays down rules on liability. A fine is foreseen for offenders. Chapter IX governs publicity of information, registration, information system and reporting. Chapter X sets out cousing provisions. Annex 1 shows the categories of waste, Annex 2 contains the list of hazardous properties of waste. Annexes 3 and 4 list the methosd of waste disposal and waste recovery operations.
