Abstract
The operation of fish hatcheries shall be authorized by the National Agricultural Classification Institute (NACI), in accordance with regulations on animal health. Self-supply hatcheries do not require authorization. Article 2 provides for the contents of applications which are to be presented to the NACI. Authorizations are valid for specified activities and for a fixed time. Termination of operation, changes in conditions of activities should be reported within 30 days to the NACI. The authorization is renewable upon review (art. 3) which is carried out by the NACI for a fee. NACI may decide to prolong or withdraw the authorization, apply sanctions, as per article 45(1) and (2) of the principal Law, or initiate legal action. A hatching register shall be kept according to article 6. Article 7 provides for the certification of origin for fish marketed for breeding purposes. The Annex reproduces a model certificate of origin. Random tests in hatcheries are provided for in article 8. Article 9 lays down special provisions for the reproduction of carp breeds or hybrids. The NACI publishes the list of authorized fish hatcheries.
