Abstract
These agencies depend on the Ministry of Agriculture. Their structure and working rules are determined in the Organizational and Working Regulation to be approved by the Ministry. The head of an agency is nominated (for a fixed term) by competition, and nomination and dismissal fall within the competence of the administrative secretary of the Ministry. His duties are: territorial implementation of ministerial agrarian policy, ensuring human resources and material conditions for operations, exercising employer's rights over the agency's employees. The head of an agency manages the financial resources granted by the Agricultural Budgetary Agency. Agencies should work in cooperation with other special territorial organs of agricultural administration and with the organs of communal government. Articles 8-26 list regulations amended by this Decree in accordance with the provisions regarding county (capital) agricultural agencies.
