Abstract
This Decree provides certain rules of implementation of the basic text. In particular, Chapter II lays down provisions regarding tender procedure for the conclusion of an operational agreement. Chapter III contains rules cocnerning the selection of public interest operators. Chapter IV provides licensing requirements. Chapter V foresees penalties for offenders. Chapter VI provides detailed rules of public utility contracts. and Chapter VII sets out provisions regarding the terms of business. Chapter VIII contains rules of application of the contribution for water public utility service development. Chapter IX contains rules on accounting.
