Decree No. 94 of 1997 of the Government on the production, marketing and utilization of plants suitable for drug production.

This Decree applies to the production, marketing and utilization of poppy and fibre hemp containing THC of more than 0,3%. Poppy of high alkaloid content may be produced only by concessionaires, business organizations or private persons having a contract for poppy production with the concessionaire, and authorized organizations for variety improvement, research and for the conservation of genetic materials. The seed of poppy of high alkaloid content can not be put on the market. The contractual producers receive poppy seed from the concessionaire and they must return to the concessionaire the remains. They must deliver the whole quantity of closed poppy heads to the concessionaire. Poppy fields must be guarded during the vegetation period. The concessionaire must keep a register of the contractual producers, of their fields; he controls the production and informs the authorities of any infringement of the law. Only authorized institutes can produce, improve and conserve (only for medical and scientific purposes) varieties of fibre hemp containing more than 0,3% THC. The institute stipulates a contract with business organizations or private persons for the production of fibre hemp and it keeps register of the contractors and their fields, and of the received quantity of plant. Producers must guard their fields.
