Joint Decree No. 10 of 1998 of the Ministry of Agriculture and Rural Development and of the Ministry of Health on the rules of authorization of production of plants suitable for drug production.

Annex 1 lists poppy varieties of high alkaloid content. Only authtorized organizations can produce, improve, use for research and conserve the genetic material of those varieties. Annex 2 lists the varieties which can be grown without authorization. Applications for authorization must be presented to the Ministry. The approval of the Ministry of Health is necessary for the authorization.
