Abstract
This Ministerial Decision, implementing the provisions of article 7 paragraph (1) letter a of the Law no. 31 of 2004 concerning fisheries and its amendments, provides for the drafting of a Fisheries Management Plan for the Fisheries management area 716, in order to provide the government, the local governments, the stakeholders with the necessary instruments for implementing the management of fish resources. The Plan is included in the appendix, as an integral part of this Decree. The Fisheries Management Plan describes the background of the fisheries management to realise marine and fisheries development, and identifies the geographical location of the Fisheries Management area 716. The Plan vision’s concerns the realisation of a sustainable fisheries management for the welfare of Indonesian fisheries and coastal communities. The Plan provides for: list of fish resource groups, including pelagic fishes and crustaceans; description of the fish resource environment and the condition of the coral reef; definition and protection of marine protected areas included in the fisheries management area; definition of fishing methods, permitted gears and vessels; social and economic background of stakeholders, including minimum wage and social protection measures for fishermen and crew members.
In order to tackle and solve fisheries management issues, the Plan defines the following objectives concerning fish resources and habitats; the social and economic aspects; the governance: 1) realisation of the management of fish resources and their habitats, including these indicators: data collection on the number of captured fishes; number of vessels using illegal fishing gears; 2) increasing economic and social benefits from sustainable fisheries, including these targets: minimisation of conflicts among fishermen; more training opportunities on how to handle fish; 3) active participation and compliance of stakeholders in fisheries management.
