Abstract
This Decree, implementing provisions of article 5 paragraph (1) letter e of Law Number 30 of 2009 concerning Electricity, in its last amended version, and in accordance with the provisions of Article 24 paragraph (2) of Government Regulation Number 25 of 2021 concerning the Implementation of the Energy and Mineral Resources Sector, empowers the Minister of Energy and Mineral Resources to prepare the National Electricity General Plan, based on the National Energy Policy and in order to achieve the Net Zero Emission by 2060. According to this Decree, the General Plan is the basis for: regional governments' general electricity plans; the formation of electricity supply business plans by business area holders; the issuance of license to electricity supply business, for their own interests in planning electricity generation; obtaining information regarding national electricity planning. The attached National Electricity General Plan contains the national electricity Policy, national electricity supply conditions, projections of national electricity needs and supply up to 2060, and plans for developing a national electricity supply system, including environmental protection and environmental standards measures.
Further topics included in this General Plan include: electricity generation development policies, transmission system development, smart grid, distribution systems, rural electricity, social electricity, investment and financing, generation energy mix, electricity supply and demand management, energy conservation, electricity supply business licensing policies, determination of business areas, cross-border electricity sales and purchases, regulation of operations and networks, regulation of efficiency, electricity tariffs, electricity tariff subsidies, electricity generation prices, network rentals, consumer protection measures, dispute resolution, and enforcement of criminal provisions in the electricity sector. The energy transition strategy aims at achieving the utilisation of new energy and renewable energy sources within 2060, and at converting fossil fuels into new energy and renewable energy, utilising advanced technology and carbon economic value mechanisms. The national electricity supply system development plan focuses on: increasing the mix of new and renewable energy through the utilisation of biomass, and reducing CO2 emissions.
