Abstract
The Decree makes provision for the promotion, control and supervision of the taking of undergroundwater, for the purpose of ensuring the rational exploitation as well as the conservation and preservation of the resource. The Decree consists of the following Chapters: General Provisions (I); Promotion, Control and Supervision on the Taking of Undergroundwater (II); Work Program (III); Financing (IV); Concluding Provisions (V).
The objectives stated in the Decree shall be carried out at the central level by the Undergroundwater Promotion Team (PABT) and at the provincial level by the Provincial Level Undergroundwater Control and Supervision Team (P2ABT). The former shall: (a) formulate the annual work programme; (b) coordinate the activities of the P2ABT Teams; (c) provide general and technical assistance in matter of formulation of guidelines and directives; (d) report of the implementation of the tasks of the Teams to the Minister of Home Affairs and the Minister of Mines and Energy. The latter shall exercise duties relevant to the control and supervision of the taking of underground water, to the implementation of the annual work programme, and shall report on the results of its activities to the Governor, Head of the 1st Grade Region.
