Decree No. 292/Kpts-II/1995 relative to Forest Area Swapping.

A Decree relative to the giving up of permanent production forests for purposes of use other than forestry in exchange for other land which shall be turned into a forest area ("forest area swapping"). Swapping of forest areas shall be carried out on the basis of approval by the Ministry of Forestry. Swapping shall be allowed only for: (a) construction projects of public interest carried out by government agencies; (b) the construction of strategic projects; (c) the elimination of enclaves in the framework of facilitating forest area management; (d) as a solution to occupation of forest areas without a permit; (e) repair of forest area boundaries (art. 4). Article 6 provides for the procedure of application.
