Abstract
According to the provisions of article 1, "any plan for a business or activity which has no significant impact and/or whose significant impact can be technologically managed shall be subject to an Environmental Management Effort (UKL) and an Environmental Monitoring Effort (UPL) as required in its licence in accordance with the regulation in force". The UKL and the UPL are not part of an Environmental Impact Assessment, therefore they shall not be assessed by the "ad hoc" Commission, but by the technical institution in charge of and responsible for the development of the planned business or activity. The UKL and UPL shall be made in order to assess the potential impact that a certain business or activity may have on the environment, and shall be a binding instrument for any person involved in the management and monitoring of the environment. Final provisions establish the information to be provided and the aspects to be considered in the UKL and UPL.
