Abstract
The Regulation is divided into 15 Chapters: Definitions (I, Part One); Authority of management of irrigation water and irrigation network (I, Part Two); Inventory of irrigation networks (I, Part Three); Irrigation water supply (II); Distribution and allocation of irrigation water (III); Irrigation water use (IV); Irrigation water and irrigation networks for other purposes (V); Drainage (VI); Construction of irrigation networks (VII); Operation and maintenance of irrigation networks (VIII); Financing (IX); Method of irrigation management (X); Supervision (XI); Penal provisions (XII); Miscellaneous provisions (XIII); Transitory provisions (XIV); Final provisions (XV).
The management and regulation of irrigation water and irrigation networks is decentralized to the appropriate local authorities according to the provisions of the present Regulation. In the first place, the planning for irrigation water supply shall take into account the needs for settlement, animal husbandry and freshwater fishery in the irrigation areas. Further provisions are made with respect to the distribution and allocation as well as to the use of irrigation water. Subject to the respect of the priorities mentioned above, irrigation water may be used freely for domestic purposes, fire protection, non-commercial navigation, fishing, to drink and water animals. Moreover, the Regulation deals with the construction, operation, maintenance and financing of irrigation networks and accessory structures.
