Abstract
The Regulation is divided into 15 Chapters: Definitions (I); (II)Principles of irrigation management; Irrigation Water Institutions(III); Delegation of Irrigation Management Authority (IV); Empowerment of water-using Farmer Associations:(V); Management patterns for Irrigation water (VI); Irrigation networks Construction(VII); Operation and maintenance of irrigation networks (VIII);Rehabilitation and improvement of irrigation networks (IX); Inventory of irrigation networks(X); Audits into the management of irrigation management (XI); Management of irrigation network standards(XII); Financing (XIII); Irrigation System Survival (XIV); Control and Supervision(XV): Transitory provisions (XVI):Concluding provisions (XVII). The Regulation provides for the access to water sources, the optimization of their uses, the decentralizing of power to local authorities as farmer associations, the maintenance and management of all the irrigation processes and the inventory of both waterworks and water sources(covering freshwater as groundwater and even sea water if necessary).
