Abstract
This Regulation stipulates procedures for changes in the designation and function of forest areas on the basis of integrated research conducted by competent government agencies that have scientific authority.
The Regulation classifies forests into 3 types according to their main function: conservation forests, which cover wildlife reserves, nature conservation areas and hunting grounds; protected forests; and production forests which consist of limited production forest, permanent production forest and convertible production forest. The main function of each type of forest is managed to realize the principles of sustainable forest management.
A change in the designation and function of forest areas is made to stabilize and optimize their function and can be done through the mechanism of: (1) partial change made through the swap or release of convertible production forest and with the obligation to hand over substitute land; (2) or change for provincial territory as provided for in the Regulation.
