Government Regulation No. 24 of 2018 concerning Electronically Integrated Business Licensing Services (OSS)

This Government Regulation establishes the legal and operational framework for the Electronically Integrated Business Licensing Service, commonly known as the Online Single Submission (OSS) system. The regulation aims to accelerate and improve the investment climate in Indonesia by integrating business licensing procedures across various government sectors into a single electronic platform.
The text provides a comprehensive classification of business licenses, distinguishing between Business Licenses (Izin Usaha) and Commercial or Operational Licenses (Izin Komersial atau Operasional). A central feature of this regulation is the introduction of the Business Identification Number (Nomor Induk Berusaha - NIB), which serves as a unique identifier for business actors and functions as a basic registration, company registration certificate (TDP), and importer identification number (API). The regulation mandates that all ministries, heads of institutions, governors, and regents/mayors provide licensing services through the OSS system.
Specific provisions address the integration of environmental and spatial requirements into the licensing process. Business actors are required to fulfill "commitments," which include obtaining environmental approvals such as Environmental Impact Assessments (AMDAL) or Environmental Management and Monitoring Efforts (UKL-UPL) within the electronic system. The regulation also outlines the institutional structure of the OSS Agency and defines the procedures for supervision, evaluation, and the potential revocation of licenses in cases of non-compliance with the stated commitments.
