This Regulation establishes the revised technical standards, administrative requirements, and explicit procedures for the issuance of the Processing Quality Certificate (Sertifikat Kelayakan Pengolahan - SKP) for fish products. The primary purpose of this regulatory instrument is to streamline the fish processing licensing workflow under the integrated Online Single Submission (OSS) framework. It aims to ensure that all domestic downstream processing operations maintain rigid food safety and quality controls, thereby safeguarding consumer health, optimizing product competitiveness in domestic markets, and satisfying mandatory export market access specifications.
The regulation specifies the mandatory compliance measures that Fish Processing Units (UPI) must implement to qualify for this authorization. It dictates the literal application of Good Manufacturing Practices (GMP) and Standard Sanitation Operating Procedures (SSOP) throughout all post-harvest treatment, handling, and storage operations. Detailed infrastructure and operational standards are outlined across multiple categories, encompassing factory location constraints, building materials, hygienic design layout, waste management, equipment sanitation, supply water purity, and personal hygiene protocols for personnel. The text classifies processing activities based on scale and destination markets, applying tailored scoring matrix indicators to assess the level of structural and procedural readiness during official monitoring events.
