Government Regulation (PP) No. 1 of 2026 concerning Amendments to Government Regulation No. 86 of 2019 concerning Food Safety

This Regulation aims to adjust the implementing regulations in the field of food safety. This adjustment is carried out to align policies with strategic environmental developments and to accommodate the mandate for establishing a new government institution handling food, namely the National Food Agency. Through this instrument, several provisions in Government Regulation Number 86 of 2019 concerning Food Safety are amended to clarify the division of tasks, functions, and authorities of relevant institutions along the food chain.
Operationally, this amending regulation establishes the delegation of regulatory and supervisory authority over food safety based on commodity types. The Head of the National Food Agency, along with the minister of agriculture and the minister of marine affairs and fisheries, is responsible for establishing guidelines for good practices, maximum limits for food additives, supervision, and the prohibition of hazardous substances for fresh food in accordance with their respective authorities. Meanwhile, the Head of the Indonesian Food and Drug Authority (BPOM) holds full authority over the standardization and supervision of processed food. Ready-to-eat processed food falls under the authority of the minister of health. This document also regulates the strengthening of cross-sectoral coordination in testing laboratory management, risk management, food poisoning outbreak management, rapid response to food safety emergencies, public complaint mechanisms, as well as the implementation of administrative sanctions based on risk and business scale.
