Abstract
The general purpose of this Regulation is to ensure regulatory certainty, optimize export-import controls, streamline distribution networks, and reinforce enforcement mechanisms. Substantively, the instrument refines international trade operations by strengthening cross-border administrative criteria and verifying compliance parameters for global market access, which directly affects biosecurity lartas (prohibitions and restrictions) over protected wild species and ecosystems. For internal trade, it restructures distribution chains and logistical tracking for agricultural and essential food commodities to safeguard national food security, while introducing stricter processing and handling procedures at storage facilities to mitigate commercial fraud and unauthorized stock hoarding. Operationally, the text transforms the structural apparatus for enforcement by modifying Articles 158 through 162. This framework explicitly empowers designated Civil Servant Inspection Officers (Pejabat Pengawas) to execute field inspections, issue formal authorizations, suspend or revoke risk-based business permits, confiscate non-compliant products, and impose administrative penalties on corporate entities as well as small and medium enterprises.
