Government Regulation (PP) No. 29 of 2021 concerning the Implementation of the Trade Sector

The primary objective of this legal instrument is to establish a comprehensive framework for the administration of the trading sector. It aims to enhance the ease of doing business, prescribe structural standardization for trade governance, and harmonize domestic and foreign trade policies under a unified national legal order.
In the sphere of foreign trade, the text dictates operational procedures governing the export and import of commercial goods based on the Commodity Balance mechanism. It establishes strict criteria for the imposition of export or import prohibitions and restrictions (lartas) to safeguard national security, public health, domestic industries, and environmental biosecurity, specifically the preservation of wild fauna and flora. Furthermore, it regulates the administrative management of import-export approvals, registration of business actors, and the documentation needed to ensure supply chain traceability.
Within the domestic scope, the instrument regulates the distribution of basic necessities and essential goods through both direct and indirect distribution chains running from producers to consumers. The scope encompasses operational governance for Traditional Markets, Supermarkets, and Shopping Centers, alongside the administrative licensing of warehouses. The text mandates that all traded commodities comply with the Indonesian National Standard (SNI) or mandatory technical specifications, and strictly enforces the labeling of consumer goods in the Indonesian language (Bahasa Indonesia) prior to market circulation.
The Central Government, through the ministry responsible for trade affairs, holds the statutory authority to monitor compliance and supervise business actors. Legal metrology controls are integrated to ensure the accuracy of measuring, measuring-out, weighing, and testing instruments in trade transactions. The final sections detail compliance enforcement by prescribing cumulative administrative sanctions, ranging from written warnings, product recalls, and administrative fines, to the suspension or absolute revocation of business licenses for non-compliant actors.
