Abstract
This Government Regulation, in order to implement provisions of article 163 of the Law no. 36 of 2009 concerning Health, provides for improving environmental health quality, both from physical, chemical, biological and social aspects, in order to enable everyone to achieve the highest level of health. The Regulation concerns: environmental health quality standards; health requirements; health care; risk analysis and assessment. The Regulation covers the following matters: powers and responsibilities of the Government and the local authorities, including: developing the implementation of the environmental health, encouraging the active role of the community in the implementing activities, establishing national Policies and strategies for implementing environmental health, and for climate change mitigation and adaptation related to health, defining environmental health quality standards.
The Regulation focuses on the fields where the quality of a healthy environment is determined: water, air, food, land, buildings and facilities, disease-carrying animals. Concerning water, the environmental health quality indicators include: hygiene and sanitation purposes, drinking water quality standards, health requirements for water used for recreational and public purposes. The Regulation details measures for: chemical analysis of drinking water, in order to verify the presence of bacteria, pesticides, organic, inorganic and radioactive substances; protection of water from pollution and contamination sources. Concerning air quality, the Regulation focuses on indoor air and ambient air quality, and on the presence of biological and chemical contaminants. Environmental health quality standards for land specify that soil is not used as a landfill; and that the land is not a former mining site. Concerning food quality, the Regulation prescribes the respect of healthy and hygienic food conditions in the preparation, processing, packaging and serving phases, and provides for disinfection of equipments, surfaces and utensils used for food preparation. Concerning disease-carrying animals, the quality standards focus on: density and breeding habitat, controls using physical and chemical methods.
Further matters covered by this Regulation concern: environmental health implementation through security and control measures; surveillance and compliance with sanitary requirements; risk assessment and analysis; development of engineering techniques for food processing and water quality analysis; security measures concerning waste management and public health protection; analysis of substances dangerous to health, including: pesticides, dangerous chemical substances, ionising and non-ionising radiation, pesticides, dangerous food additives and ingredients; measures for increasing waste reduction; strengthening community participation in environmental health implementation.
