Abstract
This Government Regulation implements Law No. 16/1992 by laying down provisions on plant quarantine requirements, actions, plant quarantine zones, quarantine installations, etc.
The Government Regulation sets out requirements for the international and internal trade of plants which may carry quarantined pest destruction organisms. The plants and parts of plants must: possess a Plant Health Certificate from the country or area of origin, pass through the stipulated entry and exit points; and be reported and submitted to the Plant Quarantine officials. Plant Quarantine Officials shall be responsible for performing quarantine actions, which include: health and administrative inspections; isolation and observation of the plants to detect the possibility of the existence of plant destruction organisms; treatment; detention of the plants until quarantine terms are met; rejection of the plants to the country or area of origin; destruction of the plants; and release of the plants if all requirements are fulfilled.
The Government Regulation further provides for: conditions for the reporting and delivery of plants which may carry quarantined pest destruction organisms; quarantine installations where to implement quarantine actions; plant quarantine actions on persons, transportation means, equipment and wrapping; plant quarantine service taxes; declaration of plant quarantine zones; plant quarantine officials; etc.
