Abstract
This Regulation, consisting of 341 articles, implementing provisions of the Law no. 21 of 2019 concerning animal, fish and plant quarantine, provides for integrating various provisions of the quarantine mechanism that were originally separated in several government Regulations. The Regulation defines: quarantine of animal, fish and plants; supervision and control over: food security, food quality, feed safety and quality, genetically modified products, genetic resources, biological agents, invasive foreign species, plants and wild animals, endangered plants and animals; categories and groups of animal disease, plant pest and disease, fish disease; animal products; plant products; fish products; food additives and any other materials used in the preparation, processing, and manufacture of food and drinks; feed additives; quarantine area; import and export of species. The general measures of this Regulation include: adequate level of protection and risk assessment and management; determination of special entry and exit point for trade in species; governmental officials and human resources to implement quarantine measures; quarantine facilities; implementation of quarantine measures and risk categories; general and special monitoring on the spread of pests and diseases; sustainability of fish resources; protection of the environment; level of risk to the human health; transportation of animal and plant products and related administrative sanctions.
Concerning animal quarantine, the Regulation provides for: import and export permit; health certificate from the country of origin; sanitary certificate for animal products; specific actions and supervision measures; emergency medical actions and duties of veterinarians; specific requirements for animal products classified as food or feed; treatment and eventual destruction of infected animal products; food safety test and impact on human health; waste originating from treatment of infected animals; quarantine measures outside the entry and exit points; quarantine measures in case of emergency. Concerning fish quarantine, the Regulation provides for: introduction of potential disease carriers into the country; certification and permits, including health certificate, safety and quality certificate for fish products used as food or feed; fish disease status information in the country of origin; specific measures based on the level of risk, including: inspection, isolation and observation, treatment, destruction; fish quarantine measures in entry points and through the port of crossing; specific measures for organic fish products; supervision and control of food and feed safety and quality, genetically modified fish products, fish genetic resources, biological agents, invasive foreign fish and protected fish; issuance of fish quarantine action documents.
Concerning plant quarantine, the Regulation provides for: import permits; quarantine requirements and safety monitoring of products entered into the country; plant health certificate; supervision of food products derived from plants; monitoring of invasive foreign species and rare plants; specific actions, including: examination, treatment, release and destruction; quarantine measures outside the entry and exit points; quarantine measures in case of exhibitions. Further provisions covered by this Regulation include: determination of quarantine area; delimitation of the powers of the authority; traceability of products.
