Government Regulation of the Republic of Indonesia no. 47 of 2014 concerning animal disease control and management.

This Regulation, consisting of 92 articles, provides for animal diseases control and management. The Regulation defines the following relevant terms: animal disease; epidemic; strategically contagious animal disease; exotic animal disease; animals, including those living on land, in the air and in water; wild animals; breeders; animal husbandry company; veterinary laboratory; veterinarian; veterinary drugs. According to the Regulation, control and management of animal diseases includes the following activities: observation and identification of animal diseases; prevention of animal diseases; protection of animal diseases; eradication of animal diseases; animal treatment; animal health technical requirements. Concerning specific activities, the Regulation provides for: surveillance, investigation, inspection and testing, early warning, and reporting activities, in order to collect data and samplings related to vectors and environmental factors that support the emergence of a disease and the impact of animal diseases on animal health, human health and the environment. The Regulation requires animal husbandry companies, breeders, individuals who keep animals to provide opportunities to the veterinarian authority to conduct surveillance of animal diseases. Early warning as an emergency measure is carried out through restriction and supervision of the traffic of animals, animal products and non-food animal products between districts and cities
The Regulation empowers the Minister to map the status of animal disease situation defining: specific actions to break the chain of transmission of disease and to secure free areas, suspected areas, and infected areas. The Regulation provides for the following means of prevention: vaccination, improvement of the nutritional status of the animals, biosafety, biosecurity and temporary separation and isolation of animals; determination of security area; definition of quarantine working area; veterinary emergency preparedness. The Regulation provides for the following means to eradicate animal diseases: restriction on traffic of vulnerable animals; territory closure; immunity; destruction of carcasses; isolation of animals; animal depopulation. The Regulation provides for medical treatment and animal health technical requirements for releasing non-food animal products.
