Abstract
This Regulation, issued by the Indonesian Investment Coordinating Board in compliance with the provisions of the Law no. 25 of 2007 concerning investment, and with the provisions of the Presidential Regulation no. 18 of 2020 concerning Medium-Term National Development Plan Year 2020-2024, defines the content of the Investment Coordinating Board Strategic Plan for the years 2020-2024, that is attached to this Regulation: introduction; vision, mission and goals; Policy direction, strategy, regulatory framework and institutional framework; performance targets and funding framework. The Strategic Plan describes the Investment Coordinating Board tasks and functions in the field of investment in accordance with the national development Plan. The vision of the Strategic Plan aims at transforming the Board in a leading institution in creating a conducive investment climate and accelerating the realisation of quality investment for the development of the country. Its mission is to formulate and implement policies and strategies for investment promotion, facilitation, and monitoring, to coordinate and synchronise investment measures and services; and to provide integrated and comprehensive services for investors.
Concerning goals and targets, the Strategic Plan focuses on: increasing the contribution of investment to the national development; improving the quality and competitiveness of investment; enhancing the role and capacity of the Board as an investment institution; improving the average annual growth rate for both domestic and foreign investment; increasing the value-added, export, and import substitution of investment; increasing the ratio of investment to GDP; improving the ranking and score of Indonesia in the Ease of Doing Business index and the Global Competitiveness Index. The Strategic Plan describes the following strategies and measures to facilitate investment in Indonesia: investment promotion; assistance to businesses and investors; synchronisation of the legislative framework related to investment; tax incentives, in order to support foreign investment.
