Abstract
This Law, consisting of 96 articles divided into 15 Chapters, establishes the basic legislation on Animal, Fish and Plant Quarantine. It establishes the requirements for protecting Animal, Fish and Plants through Quarantine system to prevent entry, exit and spreading of pests and animal and plant diseases. In addition, it aims to control and supervise the following sectors: food safety/quality, animal feed safety/quality, Genetically Engineered Products, Genetic Resources, Biological Agents, Alien Species, Wild Plants and Animals, and Plants and Endangered Animals in the territory of the Republic of the Republic of Indonesia. The implementation of Quarantine is based on the proper level of state protection against HPHK, HPIK, and OPTK, carried out through a risk analysis. Provisions regarding the determination of an appropriate level of protection and risk analysis shall be regulated by Government Regulations.
The Quarantine Organization is aimed to prevent the following issues: entry of HPHK, HPIK, and OPTK from abroad into the territory of the Republic of Indonesia; spread of HPHK, HPIK, and OPTK from one Area to another within the territory of the Republic of Indonesia; spread of HPHK, HPIK, and plant-harmful organisms from the territory of the Unitary Republic of Indonesia; entry or exit of food and food products that is not in accordance with safety and quality standards; entry and spread of Biological Agents, Alien Invasive Species, and PRG that have the potential to disrupt the health of humans, animals, fish, plants, and environmental sustainability; and entry or exit of wild plants and animals, Endangered Plants and Animals, and SDGs from the territory of the Republic of Indonesia or between areas within the Unitary State of the Republic of Indonesia that are not in accordance with statutory provisions.
