Abstract
This Law outlines the principles, division of labor, organization and implementation of the national disaster management system, including the role of international organizations.
The Law establishes a National Disaster Management Agency to coordinate efforts to reduce disaster risks in advance and to provide leadership during an emergency. The agency reports directly to the president and determines what constitutes a disaster.
Disaster management shall take into account social, economic and cultural lives, environmental conservation, benefit and effectiveness and the territory in the pre-disaster stage, emergency response stage and post-disaster stage as provided for in detail in Chapter VII.
The Law further provides for: responsibilities of the government and of regional governments; establishment of a Regional Disaster Management Agency; rights and obligations of the community; disaster aid financing and management; supervision over all stages of disaster management; dispute resolutions; and penalties.
