Abstract
This Law, in order to comply with the constitutional provision to implement national development, prepares a long-term national development plan for a period of 20 years (2025-2045). The Law concerns: legislative framework for National and Regional Long-Term Development Plan 2025-2045; development of objectives, governmental directions, missions and indicators for the implementation of the Plan; definition of the following five targets: level of per capita income; poverty indicator; level of influence in global affairs; competitiveness of human resources; reduction of the level of greenhouse gas emissions; ensuring integration and cooperation between central and local governments; ensuring an efficient and sustainable use of the natural resources; optimising the role and participation of non-governmental organisation and stakeholders in the implementation of national development goals. The vision of the National Development Plan is divided into the following eight missions: social transformation; economic transformation; governance transformation; stability and leadership of the country; socio-cultural and ecological resilience; equitable national and regional development; quality and environmental friendly development of infrastructure and facilities; sustainable development.
Concerning its structure and its content, the Long-Term National Development Plan, attached to the Law, contains and develops the following topics: economic transformation and increasing productivity through five key initiatives, including economic innovation and efficiency; green economy; digital transformation; domestic economic integration; urban and rural development. The Plan focuses on: fostering economic growth through investment in agricultural commodities, encouraging domestic production and fighting against ecosystem degradation; improving social inclusion and expanding social protection measures, increasing female labour force participation and supporting women empowerment; prioritising environmental sustainability, reduction of fossil fuels subsidies and price caps on coal, in order to reallocate revenues towards health and education; reduction of air pollution, as a further driver of economic development.
