Presidential Regulation (Perpres) No. 14 of 2026 concerning the Acceleration of the Implementation of Post-Harvest Infrastructure Provision in the Context of National Food Security

This Presidential Regulation establishes the legal framework for accelerating the provision of post-harvest infrastructure (Infrastruktur Pascapanen - IPP) to support national food security, achieve food self-sufficiency, maintain food price stability, and optimize the management of Government Food Reserves (Cadangan Pangan Pemerintah). The regulation mandates Perusahaan Umum (Perum) BULOG to implement the phased provision of post-harvest infrastructure across Indonesia, specifically to anticipate infrastructure needs ahead of the 2026 harvest season.
The scope of post-harvest infrastructure covers procurement facilities for crop drying and milling; management facilities for mechanized and automated storage of grains, horticulture, and meat; distribution facilities to ensure equitable food supply; and supportive operational services. Infrastructure projects are implemented through renovation, revitalization, new construction, or direct purchasing, which are carried out based on simple feasibility studies and financial assessments. Procurement and implementation processes grant preference to domestic goods and services, allowing direct appointment mechanisms for state-owned enterprises (BUMN), their subsidiaries, and local service providers. Land provision is executed by Perum BULOG through the utilization of state/regional property, land grants from local governments, or utilization schemes with the State Land Bank Agency.
Operational funding is primarily sourced from the State Budget (APBN) via state equity participation. For immediate acceleration, the regulation authorizes Perum BULOG to temporarily utilize non-permanent government investment funds originally allocated for the 2025 government corn reserves as bridging loans up to a maximum of IDR 5,000,000,000,000.00. Cross-sectoral policy measures require ministries, institutional heads, and regional governments to streamline risk-based business licensing—including spatial utilization compatibility (KKPR), environmental impact assessments (AMDAL, UKL-UPL), and building approvals (PBG, SLF, SLO). Institutional supervision and coordination are led by the Coordinating Minister for Food, with regular progress reports submitted to the President.
