Abstract
This Presidential Regulation establishes the legal and administrative framework for assigning additional concurrent government affairs in the agricultural sector, specifically within the sub-field of agricultural extension. The primary objective of the instrument is to strengthen the agricultural extension system as a foundational mechanism to support and realize sustainable national food self-sufficiency. It sets forth the distribution of governmental authority, responsibilities, and functions between the Central Government, provincial governments, and regency or municipal governments, based on the statutory principles of accountability, efficiency, externality, and national strategic interests.
The document delineates the specific operational duties and jurisdictions allocated to each level of local government, including the organization, coordination, and management of field extension officers. At the local level, regency and municipal governments are specifically tasked with the management of institutional assets and functions of Agricultural Extension Centers at the sub-district (kecamatan) level and extension posts at the village level. Furthermore, the regulation mandates that the implementation of these concurrent affairs be further regulated through Ministerial regulations issued by the ministry responsible for agriculture, to ensure uniform standards and data reporting.
