Abstract
This Presidential Regulation establishes the legal framework and procedures for the determination and registration of goods related to security, safety, health, and environmental protection (known locally as K3L). Issued to implement the provisions of Law No. 7 of 2014 concerning Trade, its primary objective is to regulate the classification and mandatory registration of specific goods circulated in the Indonesian market. The regulation aims to ensure that these goods meet the Indonesian National Standards (SNI) or other technical requirements defined by the government to protect human health and the environment.
The scope of this Regulation covers the criteria for K3L goods, which include items that possess a high risk of endangering safety, health, or damaging the environment, as well as goods containing hazardous chemical substances. The text explicitly excludes certain commodities that are already regulated under separate legal regimes, specifically food, beverages, medicines, medical devices, and cosmetics. Under this Regulation, the Minister of Trade is granted the authority to determine the specific list of goods subject to K3L requirements based on proposals from relevant technical ministries.
Regarding procedural and operational aspects, the Regulation mandates that both domestic producers and importers must register their goods to obtain a Goods Registration Number (NPB) before the products are traded or circulated. The registration process requires the submission of supporting documentation, such as a Certificate of Conformity or a Test Report issued by an accredited laboratory or authorized technical institution. Compliance with labeling requirements is also mandatory, ensuring that the Goods Registration Number is clearly displayed on the product or its packaging.
Monitoring and enforcement are conducted by the Ministry of Trade through periodic inspections of goods in distribution, including visits to storage facilities and business premises. The Regulation establishes administrative sanctions for non-compliance, including written warnings and the formal revocation of the Goods Registration Number for business actors who fail to meet the registration, standard fulfillment, or labeling obligations. These measures are designed to ensure continuous compliance with safety and environmental standards throughout the commercial life cycle of the regulated goods.

This regulation is repealed by Government Regulation No. 29 of 2021 concerning the Operation of the Trade Sector (Penyelenggaraan Bidang Perdagangan), as amended by Government Regulation No. 3 of 2026.
