Abstract
This Regulation, based on the last amended version of the Regulation of the Minister of Forestry no. P.43/Menhut-I1l/2014 concerning performance assessment of sustainable production in forest management and verification of timber legality for license holders of private forests, provides for guidelines on implementation of sustainable forest production management, and on reliable conflict resolution for timber products business licence holders. The Regulation details the guidelines in the appendix and concerns: mapping of potential social and economic conflicts; criteria to assess potential conflicts; various means to settle conflicts; data collection on forest village community; forest management; social impact assessment; mapping of boundaries of a community's territory; indigenous people; customary rights; production forest; community forest; holder of business permits for the utilisation of timber forest products; community management.
Concerning the mapping of potential conflicts, the attached Guidelines focus on: criteria and indicators to measure factors likely to cause or arise conflicts among forest village communities and forest resources users, including: the following permitted activities within the forest area, plantation business, plant protection, mining and related survey activities; activities of the local communities and intensity of their implementation, such as seasonal crops cultivation, irrigation techniques, animal husbandry, cattle and poultry breeding, small-scale and traditional fisheries, utilisation of timber and non-timber forest products, hunting, utilisation of water sources from rivers and lakes, groundwater and rainwater also for religious and ritual purposes, sale and purchase of land, construction and use of public facilities; traditional knowledge, cultural values and religious or ritual activities. Other matters covered by the Guidelines concern: causes of conflicts, such as destruction of forests and cultural sites, pollution of rivers as sources of drinking water; rules for conflict resolution.
