Abstract
This regulation establishes comprehensive national guidelines for the implementation of agricultural extension services in Indonesia. Its primary objective is to harmonize and synchronize extension activities across all levels of government. The regulation defines agricultural extension as a learning process aimed at empowering main actors (farmers) and business actors to improve their capacity in managing agricultural enterprises, thereby increasing productivity, efficiency, and welfare.
The scope of the regulation encompasses the institutional framework, human resources, methods, materials, and infrastructure necessary for extension services. It identifies three main types of extension institutions: government-led institutions (from national to sub-district levels), private extension institutions, and voluntary or self-reliant extension institutions (Penyuluh Swadaya). At the sub-district level, the Agricultural Extension Center (Balai Penyuluhan Pertanian/BPP) is designated as the primary coordination hub for agricultural activities, responsible for facilitating the dissemination of information and technology to farmers and managing the extension work within its jurisdiction.
Regarding human resources, the text details the roles and qualifications of various extension workers, including civil servants (PNS), government employees with work contracts (PPPK), and non-government workers. It emphasizes the importance of capacity building through continuous education, training, and competency certification. Furthermore, the regulation outlines a participatory approach in extension planning, where activities are based on Extension Work Plans (Rencana Kerja Penyuluhan) prepared at the village, sub-district, district, provincial, and national levels to align with the specific needs and potential of each agricultural area.
Operational aspects such as the selection of extension methods (e.g., demonstrations, field schools, or digital platforms) and the management of facilities and infrastructure are also regulated. The Ministry of Agriculture, along with provincial and district governments, is tasked with the monitoring, evaluation, and financing of these services. This regulation provides a unified legal framework that repeals five previous ministerial regulations concerning extension workers' development, standards for infrastructure, and the management of extension centers to ensure an integrated and efficient national agricultural support system.
