Law Number 25 of 2004 concerning the National Development Planning System

This Law establishes a comprehensive framework for national and regional development planning in Indonesia, designed to ensure coherence, participation, transparency, and accountability in the planning process. The Law reflects the country's constitutional reforms and commitment to decentralised, democratic governance, providing a robust legal framework for ensuring sustainable development. The Law defines the National Development Planning System as a unified process for planning development at the national, regional, and sectoral levels, covering long-term (20 years), medium-term (5 years), and annual plans, and focusing on the creation of several planning documents. The Law divides the structure of planning process in four stages: preparation, determination, control, and evaluation, ensuring a continuous cycle of planning and accountability. The Law emphasises participatory, transparent, and integrated planning, involving both government and civil society, improving public participation, regular monitoring and evaluation of plans implementation, and accountability of data and information used in planning.
