Regulation of the Minister of Environment and Forestry no. 10 of 2022 concerning Preparation of a General Plan for Forest and Land Rehabilitation in River Basin Areas and the Annual Plan for Forest and Land Rehabilitation.

This Ministerial Regulation, in order to implement provisions of articles 16 paragraph (7) and 18 of the Government Regulation no. 26 of 2020 concerning Forest Rehabilitation and Reclamation, provides for preparing a General Plan for Forest and Land Rehabilitation in River Basin Areas and the Annual Plan for Forest and Land Rehabilitation. The Regulation concerns: river basin area, as a land area, which is an integral part of the river and its tributaries, to collect, store, and distribute water; watershed management; forest rehabilitation Plan; land rehabilitation Plan; critical land; water catchment area; water resources management; forestry ecosystem; spatial planning; protected area; cultivation area; reforestation; greening, as the activity of planting of trees outside the forest area, to improve the quality of the environment; agroforestry; urban forest, both on state and private land; mangrove ecosystem; terrestrial ecosystem; coastal management; erosion.
The Regulation covers the following matters: procedures for preparing the Plans; governmental agencies involved; data collection including: social and economic data, biophysical data; development of water resources; erosion and sedimentation control; construction of water structures, including: retaining dams, water absorption wells, rainwater harvesting installations, drainage systems; assessment procedures for soil conservation and crops and trees evaluation; issuance of business permits for forest utilisation; classification of critical land categories in relation to disasters risk.
